The World Health Organization recommends enforcing drunk driving laws at a low .05% BAC instead of .08%. Studies have shown this paired with stricter penalties for drivers caught violating the law have a positive impact on driver safety.
Speeding also contributes significantly to the traffic fatalities the U.S sees. Other countries have strict limits on the speed drivers can drive. Many urban streets have a limit of 30 mph. In the U.S, local municipalities have a difficult time adjusting speed limits. In many states, local governments need the permission of the state in order to change the speed limit on roads. Because of this, it makes it difficult to penalize drivers who exceed the posted speed limit in dangerous areas.
